I still would do an IPL ...
You could stop after this phase and then stop the upgrade in a clean state ... otherwise, when you would be in e.g. shadow_import_inc, you could even kill it and do an IPL and restart afterwards ... in case you still do have the shadow, you would have to start it yourself ...
